A COORDINATING MEETING OF THE BIH LAW ENFORCEMENT AGENCY DIRECTORS, THE CHIEF PROSECUTOR AND THE SECRETARY OF THE MINISTRY OF SECURITY OF BIH WAS HELD IN BRČKO

Central topics of the meeting were related to the implementation of the Agreement on the electronic data exchange, the report of the, Ministry of Security on the situation regarding the visa-free regime and the analysis of the European Commission’s assessment of the performance and cooperation of law enforcement agencies in BiH.

Representatives of the Border Police presented the results of the implementation of the Agreement on the electronic data exchange, as well as the results concerning the system for inspection of identity documents performed by law enforcement agencies. Technical difficulties in the implementation of the Agreement on the exchange of information have been highlighted and it was agreed that these difficulties should be removed.

 

It was pointed out that in the first 9 months of this year 437 persons that were sought by law enforcement agencies were discovered through inspections.

 

Secretary of the Ministry of Security informed the participants about the situation regarding the application of no visa regime for BiH citizens. It was concluded that the law enforcement agencies in BiH, together with the Ministry of Security, shall undertake intensive activities to fulfill the commitments made that also include detection and prevention of fraudulent BiH asylum seekers in EU countries;  shall undertake intensive activities for return of such persons to BiH in collaboration with official Brussels as well as police and other relevant agencies in the EU in the aim not to jeopardize to the visa-free regime for BiH citizens.

 

The meeting also included discussions about the analysis of the report of the European Commission related to the performance and cooperation of law enforcement agencies in BiH. It was concluded that with the upcoming European integration process of our country, it is necessary to inform the European Commission about the joint police operations and activities of law enforcement agencies in BiH in the fight against organized crime and corruption, as well as actions taken to improve cooperation between law enforcement agencies with respect to exchange of information and joint activities in the fight against all forms of crime.

 

Representatives of the Prosecutor’s Office of BiH informed the meeting participants about the analysis of joint police operations fighting organized crime that were carried out during the past months, the results achieved, as well as the existing and future cooperation within the framework of these operations aiming to shed some light to as much unsolved serious crimes committed in recent years as possible.

 

The functioning of the system for interception of telecommunications, as well as the work of the Steering board was also discussed at the meeting in Brčko. Representatives of Brčko District Police prepared an introductory presentation concerning these issues and the meeting participants discussed the activities necessary to improve the operating capacity of the system for legal interception of telecommunications.

 

Regular coordination meetings of the Police Directors and the Chief Prosecutor include the following attendees:

 

-        Acting Chief Prosecutor of the BiH Prosecutor’s Office

 

-        Director of the Directorate for Coordination of Police Bodies in BiH

 

-        Director of the State Investigation and Protection Agency - SIPA

 

-        Director of the BIH Border Police

 

-        Director of the Service for Foreigners Affairs of Bosnia and Herzegovina

 

-        Secretary of the Ministry of Security of BiH

 

-        Director of the Federation BiH Police Department

 

-        Director of RS Police

 

-        Chief of Police of Brčko District BiH

 

-        Representative of the Federation BiH Cantonal MoI Police Commissioners

 

-        Representatives of ICITAP and the U.S. Embassy in BiH.

 

Representatives of other police, security and judicial agencies in BiH shall attend the coordination meetings of the Police Directors and Chief Prosecutor, when necessary.

 

The meetings are organized pursuant to the rotation system by directors and head officials of the institutions involved in coordination.

 

Police of Brčko District hosted the meeting in Brčko.
